He currently chairs a multi-disciplinary research centre on Brazil (CERB). He has been the co-founder of a research group on communication and cultural industries in the information society (GRICIS) and the first president elect of the Canadian Communication Association (in 1980).This paper was delivered in the plenary session, “Freedom of Expression, Democracy and Development” at AMIC’s 18th Annual Conference held on 15 July 2009 in Le Meridien Hotel, New Delhi, India.
