Les pouvoirs publics ont renforcé leur collaboration avec le secteur privé en matière de prestation de services publics, et leur propension à le faire est largement déterminée par leurs propres capacités internes. Dans cet article, nous théorisons et analysons la question de savoir si les gouvernements ayant une capacité technologique extrêmement faible ou extrêmement élevée sont plus susceptibles de collaborer avec des plateformes tierces afin de fournir conjointement des services numériques. Nous nous attendons à ce qu’il y ait une relation en forme de U entre la capacité technologique de ces gouvernements et leurs choix de partenariats public-privé. Une analyse empirique de la prestation de services numériques dans 290 villes chinoises au niveau de la préfecture corrobore cette hypothèse. Ces résultats nous permettent de mieux comprendre les motivations contradictoires qui animent le processus de partenariat public-privé. Remarques à l’intention des praticiens La collaboration public-privé a été largement adoptée pour promouvoir la prestation de services numériques. Cet article confirme la relation en forme de U entre la capacité technologique du gouvernement et la collaboration public-privé dans la prestation de services numériques au niveau de la ville. Pour encourager la collaboration, il est essentiel de cibler des pouvoirs publics aux capacités variées, ce qui semble plus facile dans les grandes villes ayant un rang administratif élevé et qui sont globalement matures sur le plan technologique et dans un environnement compétitif sur le plan technologique.
