Abstract
Le livre de Veronica Gomez-Temesio nous plonge dans l'univers du forage hydraulique, symbole, depuis l'indépendance acquise en avril 1960, de la volonté de l'État sénégalais de favoriser l'accès des populations rurales à l'eau potable.Mais au-delà de cet objectif social, le forage s'affirme également comme un instrument présentiel de l'État, principalement dans l'arrière-pays.Les faiblesses de son déploiement, de sa gestion et de son financement peuvent donc nous en dire beaucoup sur celles de l'État postcolonial.2 Cette problématique transparaît dans tout l'ouvrage, grâce à l'approche de terrain choisie par l'auteure, une anthropologue dont les recherches portent à ce jour essentiellement sur l'Afrique.Dans un assemblage complexe, évoquant bureaucratie étatique, autogestion, clientélisme politique, volontarisme des populations, investissement public, privatisation, coopération internationale, socialisme et logique libérale, le livre de Gomez-Temesio jongle avec beaucoup de vents contraires.
