Abstract
Cet article étudie l’évolution des normes chiliennes de qualité de l’eau potable en matière de présence de cuivre. Il analyse plus précisément dans quelle mesure le poids de la production de ce minerai dans l’économie chilienne (entre autres lors de son boom) et la diffusion de standards internationaux ont influencé cette évolution. La reconstitution des processus, à partir d’une revue systématique d’archives, met en évidence non seulement le rôle de l’apprentissage et des groupes d’intérêts dans cette dynamique, mais aussi le fait que des politiques publiques peuvent être adoptées en tenant compte de leur pouvoir de signalisation (c’est-à-dire, de leur possible diffusion subséquente à l’extérieur des frontières). Le mécanisme causal de la signalisation ainsi identifié contribue à la littérature sur la diffusion de politiques publiques.
