Abstract
Various concepts of risk, risk analysis, and risk assessment have been recognized for some time as essential estimation techniques, processes, and procedures for measuring, monitoring, and comparing levels of risk and safety on highways and roads. This paper reports on the status of research being conducted in Canada to address deficiencies in developing a standardized modeling framework and related methodologies to assess various types of highway and road travel risks and performance measure indicators. The Risk Analysis and Evaluation System Model (RAESM), which attempts to address these issues, is examined in detail. The ideas and concepts behind the RAESM are presented and the modeling framework and methodological approaches and procedures for the derivation of travel risk performance indicators are discussed together with the accuracy of the estimator.
