Use of daytime running lights in Ukraine: legal regulations and administrative responsibility

Abstract
The article is devoted to the study of current issues of legal regulation of the use of daytime running lights in daylight and administrative responsibility for violation of these requirements. An analysis of the effectiveness of the use of daytime running lights was carried out based on modern scientific research ("Daytime running lights - a systematic review of the impact on road traffic safety" in 2003; Elvik et al., 2003 (European study); NHTSA in 2004 and 2008 (USA)) and the experience of such countries as the USA, Canada, Norway, Denmark, Finland, Israel, Sweden, Austria and Hungary. The legal regulation of the use of daytime running lights in different countries of the world was studied according to criteria (countries where the mandatory use of low beam headlights or daytime running lights during daylight hours is not introduced or it is of a recommendation nature - Austria, Albania, Belgium, Great Britain, Armenia, Georgia, Cyprus; countries where daytime running lights or daytime running lights are mandatory - Bulgaria, Denmark, Estonia, Latvia, Lithuania, Norway, Poland, Hungary, Switzerland; countries where daylight use low beam headlights or daytime running lights are mandatory under certain conditions: for certain types of vehicles - for motorcycle and moped drivers (Italy); depending on the season - from autumn to spring, the specified devices must be turned on (Moldova and Croatia); depending on the place of operation of the vehicles - outside the populated areas, the dipped beam headlights or daytime running lights must be switched on (Italy). Considering that the average age of passenger cars in Ukraine is twice as long as in the countries of the European Union, the need to introduce a technical inspection of vehicles in Ukraine has been proven, with the aim of decommissioning morally obsolete models of automotive equipment. Argued expediency of strengthening the requirements for the technical condition of vehicles in terms of equipment and operation of external light devices and bringing them to international standards. The relevance of introducing in Ukraine the obligation to operate vehicles with daytime running lights on, regardless of the season, was studied. The legal qualification of the actions of drivers who do not follow the established rules for using daytime running lights as warning signals has been provided.
