Abstract
Dans le contexte québécois, bien que le Bureau d’audiences publiques en environnement (Bape) jouisse d’une bonne crédibilité en tant qu’institution de participation citoyenne (Gauthier & Simard, 2011), son efficacité fait curieusement défaut dans le cas de l’industrie minière où, malgré certains cas de forte opposition citoyenne, aucun projet d’exploitation n’a été refusé par le gouvernement (Deneault & Sacher, 2012). Cet article pose un regard critique sur les conditions de la participation citoyenne en regard de l’examen de projets miniers au Québec, particulièrement en région éloignée en analysant la mobilisation citoyenne découlant de l’annonce en 2017 du projet Authier Lithium de la minière Sayona Québec Inc. (SQI) en Abitibi.
