Todo sistema de protección social en salud se manifiesta en instituciones fundamentales las cuales se emplean en cualquier especialidad regidas por políticas y competencias al que marcan el sentido de la gestión pública. El objetivo de este trabajo es analizar la política pública de protección en salud y los rasgos de gestión pública ejecutada por el Ministerio de Salud y Protección Social (MSPS) de Colombia que han contribuido al perfeccionamiento del sistema de salud contribuyendo a aumento de la cobertura y la transparencia en la gestión pública de protección social. La metodología utilizada consistió en el análisis de normativas jurídicos, informes administrativos y técnicos emanados por el órgano rector en materia de salud del país. Los resultados indican que la creación progresiva de mecanismos normativos para la garantía de la salud como derecho universal y rasgos de gestión propios de la modernización de la gestión pública iniciados en los noventa. Se concluye que si bien los avances son importantes es necesario avanzar en la consolidación de mecanismos de gestión de la protección social adecuados a las realidades locales.
