Abstract
Les situations des trois plus grands blocs mondiaux divergent, s’agissant de l’autonomie énergétique : les États-Unis sont devenus exportateurs, la Chine est dépendante pour environ 21 % de sa consommation primaire, l’Union l’est pour 57 %, et ce chiffre s’aggrave depuis vingt ans, et la France pour 44 %. Un effort majeur est requis tant de l’Union que de notre pays pour améliorer ces chiffres, ce qui implique, entre autres, une inversion de tendance pour le nucléaire. Pour le numérique, la situation de dépendance de l’UE s’est encore accrue, en particulier vis-à-vis des États-Unis. Une prise de conscience, aggravée par les crises récentes, conduit à des inflexions majeures. Dans les deux cas, l’ordre de grandeur des investissements privés et publics requis est le billion d’euros sur la décennie. De même, de nouvelles compétences sont nécessaires, ainsi qu’une planification de long terme. Enfin, les efforts à conduire sont étroitement liés entre les deux domaines.
