Le livre numérique en bibliothèque publique au Québec : analyses des conditions d’exécution de la licence de Pretnumerique

Abstract
Depuis 2012, la mise à la disposition de l’offre éditoriale commerciale de livres numériques québécois et francophones par les bibliothèques publiques au Québec se fonde principalement sur la licence québécoise, principale licence offerte par Pretnumerique. Les conditions de cette licence, décrites par Cusson (2016), ont été déterminées conjointement par des représentants de plusieurs des principaux partenaires de la chaîne du livre, soit des bibliothèques, des libraires et des éditeurs (Cusson, 2016; Labbé, 2016; Lapointe et al., 2021; Pelbois et al., 2022). Dans cet article émanant d’un programme de recherche sur le livre numérique en bibliothèque publique, nous explorons cette licence et faisons état de ses conditions d’exécution. Ses conditions suffisantes jugées essentielles conditionnent la réalisation de l’objectif de la licence et sont centrées sur le livre numérique (LN) appréhendé comme contenu. Ses conditions suffisantes strictement nécessaires répondent à des arbitrages relatifs à la tolérance aux contraintes de la licence et à l’équilibrage entre ses avantages attendus et ses inconvénients. Elles sont centrées sur le LN en tant que support. Nous analysons également comment, dix ans après son émergence, la comparaison de ces conditions avec celles d’autres licences peut amener à repenser certains aspects du modèle adopté.
