Several models of smart mobility have emerged with the advent of new technologies to tackle mobility challenges. However, the openness practice to promote smart mobility as a vector of development, has rarely been considered. We propose to develop an Open, smart and sustainable data driven mobility development model, that combines the technological dimension (smart) with the governance aspect (open). This work measures the openness, and smartness degree of mobility, evaluate city performance in terms of mobility from citizen's point of view and from data perspective. Based on public inputs, local authorities conduct an evaluation process for each reported problem related to mobility, to construct an open smart sustainable index.
