The issues of changing approaches to civil upbringing organizing considering the significance of organizing public order at the turn of the 19-20th centuries in the USA, Canada, Australia are considered. The presence of this stage in theory and practice of the mentioned countries5 civil upbringing is presented and substantiated. Conditions and preconditions determining development of this upbringing are identified.
