Quiero dedicar las siguientes páginas a tratar un problema al estilo que aprendí de Fernando de Trazegnies, como quien se enfrenta a la tarea de diseñar un ataúd para un muerto. Se trata de un problema del que adolece nuestro sistema legal, y que afecta diariamente a todos los extranjeros que buscan invertir cerca de las fronteras de nuestro país. Según veremos, se trata de una afectación que limita absurdamente la inversión extranjera dentro de los cincuenta kilómetros de nuestras fronteras, y constituye un verdadero muerto para el que urge un ataúd.
