Abstract
Les milieux municipaux pourraient jouer un rôle de premier plan dans la transition énergétique et écologique. Au Québec, les pouvoirs dévolus aux municipalités sont effectivement directement concernés par la « transition ». De plus, les habitant.e.s disposent de savoirs précieux en ce qui concerne leur environnement de proximité et le tissu social qui s’y est construit. On peut d’ailleurs se réjouir de l’engouement observé ces dernières années pour l’engagement politique à l’échelle locale. Cela étant, force est de constater que, de manière générale, les citoyen.ne.s et les élu.e.s locaux connaissent trop peu les leviers politiques, légaux et règlementaires qui pourraient être saisis pour impulser une transition qui soutienne la justice énergétique. Citoyen.ne.s et élu.e.s ont aussi trop peu d’espaces pour échanger et débattre. Cet article présente les résultats d’un volet du projet de recherche-action partenariale FORJE – FORmation collaborative pour une Justice Énergétique. Nous y traitons plus particulièrement des enjeux de l’engagement politique local et des stratégies de formation réciproque qui pourraient soutenir des démarches territoriales de transition qui soient ancrées dans une vision à la fois dialogique et pragmatiste.
