EVALUASI PEMANFATAN DANA INSENTIF DAERAH BERBASIS PENGHARGAAN PEMBANGUNAN DAERAH PADA PROVINSI JAWA TENGAH, BENGKULU DAN JAWA TIMUR

Abstract
Abstrak Ketimpanganpembangunan daerah terkait disparitas fiskal menjadi permasalahan hingga saat ini. Pembangunan desentralisasi fiskal bukan hanya terkait transfer dana kepada pemerintah daerah, tetapi perhatian pada penciptaan dampak positif perbaikan kualitas pelayanan publik menjadi utama, selain juga pertumbuhan ekonomi regional. Pada level provinsi, Dana Insentif Daerah (DID) menjadi salah satu sumber pendanaan pembangunan daerah sekaligus menjadi ukuran kualitas daerah karena untuk mendapatkannya diperlukan kompetisi. Salah satu kompetisi yang menjadi dasar perhitungan alokasi Dana Insentif Daerah adalah Penghargaan Pembangunan Daerah (PPD) yang diselenggarakan oleh Kementerian PPN/Bappenas. Evaluasi terkait DID bertujuan untuk menilai kualitas realisasi dan efektivitas pemanfaatan anggaran DID tahun 2021 kepada daerah terbaik PPD tahun 2020 menjadi menarik diulas dalam rangka memperkuat kerjasama pemerintah pusat dan daerah serta meningkatkan pemanfaatan dana tersebut di daerah. Penelitian ini menggunakan pendekatan metode kualitatif dengan optimalisasi kuesioner google form dan memanfaatkan aplikasi Zoom sebagai verifikasi terbatas pada penerima DID tahun 2021 khususnya 3 terbaik Provinsi PPD 2020 untuk melihat implementasi lapangan terkait perubahan kebijakan yang mempengaruhi pelaksanaan DID dalam masa Pandemi COVID-19 dalam konteks evaluasi on going. Hasil analisis menunjukkan bahwa meskipun realisasi pada 3 provinsi lokasi studi kasus dinilai baik, namun secara umum pemanfaatan DID agak berbeda sehingga belum well planned jika dibandingkan dengan dana transfer lain seperti Dana Alokasi Khusus (DAK) yang proses dari perencanaan, pelaksanaan dan evaluasinya dilakukan secara lebih berjenjang dan menggunakan sistem yang lebih mapan.
