Abstract
Estimer la fréquence des mauvais traitements envers les enfants pose plusieurs défis d’ordres conceptuel, méthodologique et technique. La façon de concevoir la maltraitance et d’en mesurer la fréquence influencera l’estimé obtenu, ce qui jouera ultérieurement sur les services à offrir pour prévenir le problème, notamment en protection de la jeunesse. À leur tour, ces services doivent être documentés et leur efficacité évaluée, ce qui pose encore d’autres défis. Pensons par exemple aux indicateurs dits « de performance » que sont le taux de récurrence, la durée moyenne d’intervention et le taux de discontinuité dans les services. Le but du présent texte est de réfléchir à notre manière d’utiliser les chiffres en protection de la jeunesse, une réflexion qui révélera l’urgence d’établir des indicateurs fiables pour le suivi du phénomène des mauvais traitements et des pratiques. Des pistes d’action concrètes sont suggérées pour améliorer notre compréhension, notre connaissance et notre surveillance du phénomène de la maltraitance.
