Abstract
All the self-governing parts of the Empire deliberately prevent or limit the growth of internal Imperial trade by hedging themselves about with protective tariffs. Great forces in India remain loyal to the Imperial connection. The force that holds all the free parts of the Empire together is loyalty—the willing acceptance of a traditional unity forged in the fires of forgiven quarrels and sustained by the preservation of common standards of value and the determination to protect a certain way of life. It is possible to argue that Australia and New Zealand value the defence of the British Navy—but that is not a powerful influence with Canada—yet Canada lags behind no Dominion in the defence of Britain. It is also important that the Dominions are inhabited by people of the British race—but similarity of race did not enable us to hold the American Colonies in the eighteenth century.
