Abstract
This book is ostensibly about the high commissioners for Canada in the United Kingdom of Great Britain and Northern Ireland between the informal establishment of that office in and the entry of Britain into the European Economic Community a full century later.The book soon became more than that.To discuss the office of the high commission makes little sense without reference to the broader political history of Britain and Canada and, to a degree, of the Empire and Commonwealth.Further, the involvement of the high commissioner in domestic politics before his appointment abroad, joined with other more personal factors, helped to determine his individual role and contribution.The terms of the first representatives, Rose, Galt and Tupper, for example, would be largely meaningless abstractions without reference to a host of post-Confederation projects, especially the contentious financing of the Pacific Railway.The South African War and Joseph Chamberlain's fervent imperial commitment in all their ramifications informed Lord Strathcona's record term of office.Issues arising from Canada's role in the First World War, especially the conscription crisis of , defined not only Borden's premiership but Perley's high commissionership.Mackenzie King's long-held if largely unjustified conviction that imperial "centralists" determined British policy towards the dominions and were a fundamental threat to Canadian unity cribbed and complicated the London years of his benefactor, Larkin.The economic depression of the s had determined R.B.
