KAJIAN PERATURAN PENATAAN RUANG TERHADAP BERKEMBANGNYA MINIMARKET DAN DAMPAKNYA TERHADAP TOKO TRADISIONAL ECERAN (STUDI KASUS KECAMATAN MEDAN DENAI)

Abstract
Pertumbuhan minimarket di Kota Medan saat ini pertumbuhannya cukup tinggi, termasuk di Kecamatan Medan Denai. Saat ini pertumbuhan minimarket di Kecamatan Medan Denai telah mencapai 27 unit. Berdasarkan SNI 03-1733-1989 kebutuhan satu minimarket adalah 6000 jiwa, sehingga standart jumlah yang dibutuhkan pada wilayah studi ini adalah 23 unit. Jadi dapat dikatakan jumlah minimarket saat ini telah melampui kebutuhan penduduk (overload). Tujuan dari penelitian ini adalah untuk mengetahui karakteristik minimarket dan toko tradisional eceran, mengetahui persepsi serta menganalisis preferensi masyarakat dalam memilih tempat berbelanja, dan juga menganalisis kesesuaian eksisting minimarket berdasarkan arahan peraturan RDTR dan Perwal No 20 tahun 2011. Metode yang digunakan adalah analisis IPA, dan Analisis Isi (Content Analysis). Dari hasil analisis diketahui perubahan kecenderungan pada preferensi masyarakat lebih memilih tujuan berbelanja ke minimarket daripada toko tradisional. Berdasarkan arahan peraturan penataan ruang, tata letak minimarket telah sesuai dengan arahan pola ruang yang direncanakan, sedangkan berdasarkan Perwal Kota Medan keberadaan minimarket mayoritas masih belum sesuai dengan arahan dan masih banyak pelanggaran diantaranya mengenai jarak, jam operasional maupun ijin mendirikan. Terjadinya pelanggaran-pelanggaran ini dapat dikatakan disebabkan kurang optimalnya implementasi dari kebijakan. Jika hal ini terus berlanjut maka dapat diprediksikan minimarket akan semakin menjamur hingga pada akhirnya akan berdampak terhadap keberlangsungan toko tradisional eceran.
