Abstract
L’expérience du handicap à l’école a été marquée par une série de paradoxes et de tensions au cours des dernières décennies. Comment varie-t-elle en fonction du type de handicap, des contextes socio-culturels nationaux et du fait de l’ignorance collective ? Comment les pratiques effectives mises en place par les écoles, les familles et d’autres partenaires peuvent-elles faire évoluer les objectifs d’intégration scolaire et d’inclusion sociale ? Quel vocabulaire utiliser ? Que prévoir, en termes de dispositions à prendre et d’accompagnement des acteurs impliqués ? Les articles ici réunis proposent d’examiner les politiques éducatives et les pratiques des enseignants, des acteurs et des professionnels dans huit systèmes éducatifs, répartis sur quatre continents : la Bulgarie, le Canada, la République démocratique du Congo, l’Italie, la France, le Japon, le Mexique et la Zambie. Le choix de ces contextes différents, auquel s’ajoutent un entretien avec l’une des responsables de l’ONG Handicap International et une bibliographie, a été guidé par la volonté de contribuer à la réflexion sur les soutiens effectifs et différenciés offerts aux élèves vivant avec un handicap. Le chemin à parcourir pour rendre positive l’expérience de scolarisation des enfants et des jeunes handicapés reste semé d’embûches multiples dans de nombreux pays. Tous les auteurs s’accordent à souligner l’importance de l’attention portée à l’environnement socio-éducatif, qui rend possible ou non la réalisation du potentiel de chaque enfant. The experience of disability in schools has been marked by a series of paradoxes and tensions over the past few decades. How does it vary according to the type of disability or national and sociocultural contexts? How does it fare in the face of collective ignorance? How can the actual practices implemented by schools, families and other partners promote objectives of integration at school and social inclusion? What language should be used? What to expect, in terms of practical arrangements and forms of support for the actors involved? The articles in this special issue set out to examine education policies and the practices of teachers, stakeholders and professionals in eight education systems spread over four continents: Bulgaria, Canada, the Democratic Republic of Congo, Italy, France, Japan, Mexico and Zambia. These different case studies, alongside an interview with a leader of Humanity & Inclusion NGO (formerly Handicap International) and a bibliography, were chosen with a view to contribute to our thinking about what effective and tailored forms of support can be offered to students living with a disability. Making schooling a positive experience for children and young people with disabilities is still a bumpy road in many contexts. All the authors in the dossier draw our attention to the importance of the socio-educational environment, which makes it possible or not for each child to reach their potential. La experiencia de la discapacidad en la escuela ha sido marcada por una serie de paradojas y de tensiones a lo largo de estas últimas décadas. ¿Cómo cambia en función del tipo de discapacidad, de los contextos socioculturales nacionales y de la ignorancia colectiva? ¿Cómo las prácticas efectivas instauradas por las escuelas, las familias y los demás actores involucrados pueden hacer evolucionar los objetivos de integración escolar y de inclusión social? ¿Qué vocabulario conviene utilizar? ¿Qué es lo que se puede prever en materia de dispositivos que cabe adoptar y de acompañamiento de los actores implicados? Los artículos aquíreunidos se proponen examinar las prácticas de los docentes, de los actores y de los profesionales en ocho sistemas educativos repartidos en cuatro continentes: Bulgaria, Canadá, República democrática de Congo, Italia, Francia, Japón, México y Zambia. La elección de estos diferentes contextos, a los que se añade una entrevista con una de las responsables de la ONG Handicap International y una bibliografía, ha sido guiada por la voluntad de contribuir a la reflexión sobre los apoyos efectivos y diferenciados ofrecidos a los alumnos que viven con una discapacidad. El camino que queda por hacer para hacer que la experiencia de escolarización de los niños y de los jóvenes discapacitados sea positiva sigue siendo estorbado por múltiples obstáculos en numerosos países. Todos los autores convergen para subrayar la importancia de la atención por el entorno socioeducativo que hace posible –o imposibilita– la realización del potencial de cada niño.
