Abstract
La coopération canado-américaine des eaux transfrontalières est imparfaitement adaptée à certaines situations, ce qui rend pertinent l'évaluation de modes alternatifs de gestion des différends.Dans cette optique, cet article propose une analyse d'un cas de gestion interlocale lors d'un différend portant sur l'agrandissement d'un site d'enfouissement à proximité du lac Memphrémagog, situé à la frontière du Québec et du Vermont.Le différend est analysé en fonction d'un cadre d'analyse global inspiré des travaux de Lindemann et cherche à évaluer les éléments clés du succès de la démarche entreprise par les acteurs locaux.Il appert entre autres que la présence d'un cadre législatif favorisant la coopération est un élément clé pour évaluer le potentiel de coopération interlocale entre les acteurs.De plus, ce mode de gestion des différends semble favoriser le renforcement des régimes de gestion des plans d'eau, un élément susceptible de réduire ses perspectives de désaccords futurs.
