Abstract
The essential idea of fishery development is to initiate a new flow, or improve an existing flow, of sustainable benefits from the fishery system. The six major strategic objectives of fishery development may be expressed as follows: fish for food; fish for income and economic wealth; socioeconomic well-being for fishing communities; ensuring coastal states benefit from their resources; sustainability of ecosystems and human systems; and enhancing and diversifying the coastal economy and society. Within the fishery system, decisions must be made about the specific groups of beneficiaries to which fishery development efforts are to be targeted. The appropriate agency must establish priorities among possible fisheries, industry sectors, fishing communities, or geographical regions. Typically, an assessment of development needs will be carried out in candidate fishery systems. The chapter provides more detail on some major ‘functional areas’ of fishery development.
