Abstract
Fishery governance and management is evolving through a return to, or development of, participatory modes of management. Fishery governance is arguably the most critical element of the decision-making system. Fishery management and governance takes place in the context of societal and/or community objectives, which inherently reflect human aspirations and values. Values – and accompanying objectives – are, therefore, the starting points in considering fishery governance. Fishery objectives may be categorised into three common components: biological/ecological, social/cultural, and economic. A key point is to ensure that the institution truly pursues its objectives and that due attention is paid not only to fishing activities as such but also to the links between fishery management and the broader fishery system, including fishing communities. The structure of fishery governance is another key factor, particularly in relation to how management institutions operate, and the underlying regulatory and legislative framework.
