Abstract
Charles Booth was born into a rich Liverpool corn merchant’s family. In 1864 he established a shipping line company. He married Mary Macauley, a cousin of Beatrice Potter (later Beatrice Webb) in 1871 and they moved to London in 1875. There he was greatly influenced by social debate on the state of the nation and in particular on poverty in London. Ten years after he arrived in the capital a report was published claiming that a quarter of workers in London were in receipt of wages not sufficient to maintain life. Booth did not believe the proportion could be so high and set out to disprove the report.
