Abstract
Penyelenggaraan Pemerintahan yang baik merupakan suatu tuntutan dalam kehidupan berbangsa dan bernegara tata pemerintahan yang baik (good governance) antara lain tercermin dari adanya pengelolaan keuangan pemerintah yang transparan dan akuntabel. Pengeluaran kas merupakan komponen sumber daya yang penting dalam pelaksanaan program-program yang sudah direncanakan oleh pemerintah dan harus dilaksanakan secara efektif dan efisien agar tidak terjadi pemborosan anggaran. Penelitian ini bertujuan untuk mengetahui bagaimana penerapan sistem dan prosedur akuntansi pengeluaran kas pada bapelitbangda pada masa Pandemi Covid-19. Metode analisis yang digunakan dalam penelitian ini yaitu metode deskriptif yang dimulai dengan mengumpulkan data kemudian dianalisis untuk ditarik sebuah kesimpulan dan jenis penelitian yang digunakan adalah kualitatif deskriptif. Hasil penelitian yang diperoleh yaitu Sistem dan Prosedur Akuntansi Pengeluaran Kas Belanja Langsung di Badan Perencanaan Penelitian dan Pengembangan Daerah Kota Manado Dimasa Pandemi Covid-19 telah berjalan dan disesuaikan dengan Aturan Permendagri Nomor 77 Tahun 2020.
