ÖzBirleşmiş Milletler (BM) raporlarında ve akademik çalışmalarda 1750’den günümüze sera gazı emisyonlarındaki artışta insan odaklı girişimlerin etkisi vurgulanmaktadır. Özellikle fosil yakıt ve kimyasal madde kullanımı iklimi olumsuz etkilemektedir. İnsan faaliyetlerine bağlı olarak Karbondioksit (CO2), Ozon gazı (O3) ve Metan gazı (CH₄) salınımlarındaki artış ozon tabakasına zarar vermekte ve iklimi olumsuz etkilemektedir. Sanayi devrimi öncesi değerlere göre günümüzde Karbondioksit (CO2) konsantrasyonu %40, Metan (CH4) %150 ve nitröz oksit (N2O) %20 artış göstermiştir. Hükümetlerarası İklim Değişikliği Paneli (IPCC) 2022 Raporuna göre; sera gazı emisyonlarındaki artışın 2100’e kadar yüzey ortalama sıcaklığında 3,2 °C küresel ısınmaya neden olması beklenmektedir. Türkiye ölçeğinde ise 2040’dan itibaren yıllık ortalama sıcaklıklarda 2,5°C - 4°C artış tahmin edilmektedir.Tüm Dünya’da aşırı hava olaylarının (seller, sıcaklık artışı, yağış azalması vb.) görülmesi uluslararası toplumu harekete geçirmiştir. 1985 Viyana Sözleşmesi ve 1987 Montreal Protokolü ile iklim değişikliği konusundaki ilk adımlar atılmıştır. 1992 İklim Değişikliği Çerçeve Sözleşmesi (BMİDÇS), 1997 Kyoto ve 2015 Paris Sözleşmeleri ile Devletlere iklim değişikliği konusunda sorumluluk yüklenmiştir. Örneğin Paris Sözleşmesiyle sıcaklık değerlerinin sanayi devrimi öncesine göre (-1.5/2 °C azaltılması) hedeflenmiş, Devletlerden emisyonlarını azaltmaları istenmiştir. Türkiye, iklim değişikliği ve küresel ısınma konusunda BM politika belgelerindeki sorumluluklarının gereği olan düzenlemeleri yapma gayreti içindedir. Bu çerçevede kalkınma planları, iklim değişikliği eylem planları vb. politika belgelerinde ilke kararlarına ve uygulamalara yer verilmektedir. Ayrıca sürecin etkin yönetimi için yeni kurumlar (İklim Değişikliği Başkanlığı vb.) oluşturmaktadır. Çalışmamızda iklim değişikliği ve küresel ısınma sorunu ele alınmaktadır. Soruna yönelik BM’in yayınladığı ve Türkiye’nin taraf olduğu politika belgeleri (Viyana, Kyoto, Paris Sözleşmeleri vb.) incelenmektedir. Ayrıca Türkiye’nin ulusal ölçekli politika belgeleri ve kurumları ele alınmaktadır.
