Abstract
Jaringan distribusi primer merupakan salah satu bagian sistem tenaga listrik dan peranannya sangat penting dalam penyaluran daya listrik dari gardu-gardu induk sisi beban sampai ke pusat beban. Oleh karena itu jaringan distribusi primer harus senantiasa beroperasi dengan baik untuk menjaga kontinuitas penyaluran daya listrik ke konsumen tersebut. Tetapi dalam pengoperasiannya, jaringan distribusi primer tidak luput dari gangguan sehingga harus dilindungi dengan menggunakan sistem proteksi yang baik. Jaringan distribusi primer di PLTD Kelapa Lima Merauke menggunakan sistem pentanahan dengan resistansi rendah 40 Ohm dan rele proteksi yang khusus terpasang untuk mendeteksi arus hubung singkat yang terjadi akibat gangguan hubung singkat satu fasa ke tanah yaitu rele gangguan tanah (ground fault relay/GFR). Tinjauan terhadap rele GFR ditiikberatkan pada penentuan besarnya arus hubung singkat satu fasa ke tanah maksimum yang terjadi pada setiap feeder dengan menggunakan metode analisis berdasarkan konsep literature dan kemudian digunakan sebagai dasar untuk perhitungan setting arus GFR. Hasil analisis menunjukkan bahwa besarnya arus hubung singkat satu fasa ke tanah maksimum yang terbesar yaitu terdapat pada feeder KOTA I dan feeder MERKURI masing-masing sebesar 274,527 Ampere. setting arus rele GFR pada feeder KOTA I dan feeder MERKURI masing-masing sebesar 27,4527 Ampere dan feeder POLDER, KOMPI C, MULI dan KOTA II masing-masing sebesar 26,4222 Ampere. Setting arus ini masih dalam batas interval setting arus yaitu 20 Ampere – 70 Ampere.
