Abstract
As milícias são grupos armados irregulares que surgem a partir de discursos antitráfico de drogas e buscam legitimação através de serviços prestados à população e também do cargo público policial da maioria de seus integrantes. Esse fenômeno é percebido nas favelas do Rio de Janeiro, onde os grupos milicianos dominam algumas regiões, assumem o papel de Estado e passam a exercer o controle da ordem social e econômica local. Este artigo é um estudo de caso em que objetivou-se analisar as relações entre as milícias e o Estado no Rio de Janeiro por meio dos objetivos específicos de apresentar os debates sobre as instituições informais, a violência e os atores não estatais violentos, compreender a configuração e a atuação das milícias no Rio de Janeiro e explicar o arcabouço institucional informal que norteia as condutas milicianas enquanto organização informal. Procurou-se responder à seguinte questão: de que forma as milícias desafiam o poder do Estado no Brasil? Constatou-se que a atuação das milícias em atividades e serviços primordialmente públicos, assim como a infiltração nos meios de governança formal são os meios pelos quais estes grupos desafiam a autoridade estatal.
