This paper investigates and compares the performances of six widely utilized frequency measurement techniques under different test scenarios including those described in the IEEE standards C37.118. The conducted tests consider the effects of frequency modulation, frequency ramp, phase jump, harmonic distortion, and noise. The studies evaluate the transient response, steady-state accuracy (through evaluation of the mean squared error), and computational complexity of each frequency measurement technique. The results of the investigations indicate that Szafran's Orthogonal Decomposition approach leads to the lowest computational burden and a more desirable balance between transient response to phase jumps and accuracy in presence of noise and harmonics.
