On the last day that I conducted interviews for this project, I went from the Canadian Human Rights Commission in Ottawa across the river to Human Resources Development Canada in Hull.After negotiating its electronic security system, making my way to the tenth floor and speaking once more with the director of Labour Standards and Workplace Equity, I went back down to the eighth floor to meet with a senior bureaucrat in the Children's Task Team of HRDC.As I looked out from her office down the Ottawa River I could see, rising at the edge of Tunney's Pasture, the tower block that housed the public servants who were preparing Health Canada's contribution to the new National Children's Agenda.In the course of those two fascinating interviews, I learned that while the bureaucrats in the Workplace Equity Program had strong links with the Canadian Human Rights Commission, those working on the "kids' file" in HRDC were in frequent contact with their counterparts on the Child Health Program
