Abstract
This is the concluding volume of a life of Sir Clifford Sifton, 1861-1929.The first covered his Ontario boyhood, his provincial political career in Manitoba, and the first part of his years in Ottawa as minister of the interior under Sir Wilfrid Laurier, concluding with his contribution to the Liberals' triumphant re-election in 1900.Brought into the cabinet as spokesman for the West, his extraordinary energy, incisive analytical skills, attention to organizational details, and refusal to be bound to a narrowly regional perspective quickly gave him prominence.He was recognized as one of the ablest, and certainly the most combative and controversial, of Laurier's English-speaking colleagues.His leadership of the Liberal party machinery, his hard-hitting political tactics, and his unapologetic use of patronage made him a prime target for the Conservative opposition.It was difficult to gainsay his great success in promoting immigration and western settlement, but the scandal-filled administration of the Yukon and the evidence of a growing and conspicuous personal fortune made him seem vulnerable.These themes all continue after 1900, but new ones also emerge: the development of Sifton's concern for a rational all-Canadian transportation policy; his differing views from Laurier on the role of government and the nature of Canada, resulting in his gradual estrangement from the prime minister; his evolution toward a central Canadian perspective on public policy; his growing dissatisfaction with the unreformed political system combined with an inability to break entirely from the constraints of past practice.Despite a gift for creating enemies on all sides of the political spectrum and consequent growing isolation, he maintained a remarkable prominence and influence in Canadian affairs almost until his death.He always was a nationalist who was proud of his country and assumed throughout his career that he had an important contribution to make in shaping its destiny.As was the case with the first volume, this is essentially a political biography.A bit more light can be shed on Sir Clifford's business activities, but business and personal papers remain disappointingly scanty.Still, the vitality and significance of his public career seems ample justification for a new study of his life.Many of those, both individual and institutional, whose aid was acknowledged in volume 1 contributed also to the completion of the project
