Abstract
This book was truly a labour of love, a book of optimism written in a time of great pessimism.I began this book when Mike Harris and the Progressive Conservatives came to power in Ontario.I was overwhelmed.I decided that I could not simply continue my work on Ontario welfare policy.I needed an optimistic project.And so, when Mike Harris declared that he was going to give welfare recipients "a hand up, not a hand out," I started thinking seriously about what that might look like in its ideal form.This took me across the country, examining retraining programs from Voisey's Bay, Newfoundland, to
