The place of transport in sustainable logistics organisations

Abstract
In the literature, the link between companies’ transport, logistics and production strategies has been acknowledged for a long time. Public policies have recently started to take into account such bond, specifically through some European Commission’s recommendations in support of co-modality. However, the main intervention areas remain transport related: bottleneck analysis, set up of dedicated railway network, promotion of multimodal transport. In this paper, we argue that transport strategies are the result of multiple constraints, and that they cannot be considered in isolation. They are in particular strongly dependent on logistic processes, and production systems. The place of transport will be thus very different, according to the logistics and production contexts. It will be inevitably modified by the selected sustainability actions in the fields of logistics and production, which evolve over time. Accordingly, the degrees of freedom for companies towards sustainable transport will not be identical for all, certain firms being confronted to more constraints than others.Against such background, an effective promotion of sustainable logistics and transport practices requires that public policies are adapted and conceived according to the specific constraints and characteristics of each production system. Dans la littérature, le lien transport-logistique-stratégies productives des entreprises est affirmé depuis longtemps. L’action publique reconnait ce lien plus récemment au travers notamment des recommandations de la Commission Européenne en faveur de la co-modalité. Mais les leviers privilégiés d’action se situent toujours principalement dans le champ du transport : analyse des goulets d’étranglement, mise en place d’un réseau ferroviaire dédié, promotion du transport multimodal.Notre propos est ici d’insister sur le fait que les stratégies de transport sont toujours le fruit de contraintes multiples, et qu’elles ne peuvent être considérées isolément. Elles sont notamment fortement dépendantes des processus logistiques, et des systèmes productifs. La place du transport sera donc très différente, en fonction des contextes, logistique et productif. Elle sera inévitablement modifiée par les choix de durabilité retenus, dans la mesure où la logistique et la production évolueront elles aussi. Mais les marges de manœuvre des entreprises en faveur de la durabilité ne seront pas identiques pour toutes, certaines firmes étant plus contraintes que d’autres. Promouvoir la logistique et le transport durables implique dès lors d’adapter l’action publique au contexte propre aux différentes chaînes productives et à leurs contraintes.
