Abstract
The relationship between transport infrastructure and local development has been the subject of many controversies. If the systematic character of the effects has been questioned and the need for accompanying strategies emphasized, the latter ones are not a sufficient condition. However, in some cases, there is a relationship between infrastructure existence and local development. The aim of this article is to clarify the conditions under which this relationship might exist by using economic analyses of services. Transport infrastructures are then analyzed through the service offer which is directly associated to their presence (transport or logistic services) or indirectly (additional services production). But beyond the services themsel-ves, we propose to analyze the conditions of their production which can, according to us, facilitate their appropriation by local actors. More specifically, we wish to emphasize the relational innovations importance (new relations between the actors) in the production process of these services. These possible relational innovations (like co-operation between various public actors and/or various private actors and/or public and private actors) seem to be central in the possible positive effects of the infra-structures. This theoretical framework is then confronted with two cases: a multimodal logistic platform in Dourges and a high speed rail service in Reims. La liaison entre infrastructures de transport et développement local a fait l’objet de nombreuses controverses. Si la systématicité des effets a été remise en question et la nécessité de stratégies d’accompagnement soulignée, ces dernières ne sont pas non plus une condition suffisante. Pour autant, certains cas attestent d’une relation entre présence de ces infrastructures et développement local. L’objectif de cet article est d’éclairer les conditions dans lesquelles cette relation peut exister et ce à l’aide des analyses de l’économie des services. Les infrastructures de transport sont alors analysées au travers de l’offre de services qui leur est associée directement (services de transport ou logistique) ou indirectement (production de services complémentaires). Mais au-delà des services eux-mêmes, nous nous proposons de nous focaliser sur les conditions de leur production qui peuvent selon nous faciliter l’appropriation de ces services par les acteurs du territoire. Plus précisément, nous souhaitons souligner l’importance des innovations relationnelles (nouvelles relations entre les acteurs) dans leur processus de production. Ces éventuelles innovations relationnelles (coopération entre différents acteurs publics et/ou entre différents acteurs privés et/ou entre acteurs publics et privés) nous semblent en effet au cœur des effets positifs éventuels des infrastructures. Ce cadre théorique est alors confronté à l’implantation d’une plate-forme logistique multimodale à Dourges et à l’instauration d’une desserte TGV à Reims.
