Cette contribution présente le Programme des Nations Unies pour l’environnement (PNUE) et revient sur le diagnostic de son autorité. Son argument principal est que deux types d’autorité peuvent caractériser les institutions internationales : l’autorité solide et l’autorité fluide. La combinaison des deux sources d’autorité permet au PNUE de garder un rôle crucial dans l’agenda environnemental mondial. Face à une gouvernance fragmentée des enjeux environnementaux, le savoir diffus du PNUE assoit son autorité en arrimant son expertise par ses réseaux auprès des organisations de la constellation des Nations Unies. L’article repose entre autres sur des données de sources primaires, une chronologie des principales réformes et des savoirs du PNUE et des études de cas de son expertise sur les changements climatiques.
