Abstract
Whilst the rest of this book explores how much wriggle-room Norway has in its relationship with the European Union, this chapter explores how little wriggle-room the UK has had in Brexit. None of the alternatives to EU membership - neither Norway, nor Switzerland, nor Canada, nor having little relationship with the EU - can work for the UK. The predicament is most acute in relationship to the Norwegian model. Only the Norwegian model would keep the UK in the single market. Yet it makes little sense for the UK to leave the EU for reasons of sovereignty only to sign up to the Norwegian model. All of that is part of a larger difficulty. The EU is constrained in the relationships it can offer any non-member. The UK is hemmed in by a referendum won on a promise to regain control of laws, boundaries, and money. That prevents any serious attempt at the sovereignty pooling needed for a highly interconnected democracy to deal with all the interdependencies and externalities of the modern world. A false search for autonomy has become heteronomous. Brexit is a problem without a solution.
