Se já se havia constatado que o Estado unitário, na sua conceção mais pura, se havia tornado demasiado pequeno para responder à sociedade aberta, europeia e internacional, o reavivar do debate em torno da descentralização permite constatar, agora a um outro nível, que tal Estado é, simultaneamente, demasiado grande para fazer face a necessidades territorial e particularmente localizadas. A questão que se tem vindo a levantar a propósito é a de saber qual é a intensidade ou a extensão que deve assumir a repartição ou o descongestionamento de poderes entre diferentes entidades públicas. Em particular, discute-se se a descentralização deve refletir-se na criação, em Portugal continental, de Regiões administrativas.
