A D I S T INC T I V E F E AT UR Eof Canadian society.Immigration has shaped the racial, ethnic, and cultural diversity of Canada's population.According to the 2006 census, 18.9% of Canadians and 15.6% of Albertans were born outside of Canada (Statistics Canada, 2007a).More notable, however, is the non-English mother tongue of 42.8% of Canadians (Quebec accounts for half) and 20.9% of Albertans.Since 1971, Canada's policy of "Multiculturalism within a Bilingual Framework" has embraced diversity as a legitimate part of Canadian identity.In 1999, Prime Minister Jean Chrétien stated that "We have established a distinct Canadian way.A Canadian model.A multicultural society populated by people from almost every country in the world.Accommodation of cultures.Recognition of diversity.An advanced pluralist democracy.A partnership between citizens and State.A balance that promotes individual freedom and economic prosperity while, at the same time, sharing risks and benefits" (12-13).Diversity has been accepted as a legitimate part of Canadian identity, and pluralism has had significant impact on Canadian law, culture, health care, and social organization.
