This paper presents the design of a linearly-polarized reconfigurable Huygens' metasurface unit-cell for flat lens antennas design in Ka-band (27.28-29.145 GHz). This structure consists of a symmetric copper double layer unit including two I-shape patches etched on the one substrate. To control the transmission phase, two varactor diodes are integrated on the two radiating elements printed on the top and bottom layers. The size of the proposed unit cell is 3×7×1.5 mm <sup xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">3</sup> (0.28λ0×0.65λ0×0.14λ0 at 28GHz, where λ <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">0</inf> is the wavelength in free space). The simulated results show a wideband transmission phase shift tunability up to 300° by integrating varactors is achieved within a fractional bandwidth varies between 9.6% and 18.18%.
