Abstract
Este trabalho analisa o fenômeno da desigualdade social no Brasil e a criação de condições de igualdade de oportunidades. Tem o objetivo de demonstrar que o fenômeno da desigualdade social e pobreza existem no Brasil desde os tempos coloniais e só no final do século XX que o Estado começou a discutir políticas públicas de superação desses problemas. Em sua elaboração prioriza a metodologia qualitativa, com a técnica de análise de conteúdo. Desde a colonização até o início da modernização do Estado brasileiro, os governos praticaram uma postura de indiferença em relação às desigualdades sociais. Somente nos anos de 1930 são instituídas as primeiras políticas sociais de direitos dos trabalhadores. Durante o regime político autoritário, a desigualdade social cresceu e foi tratada como “caso de polícia”. Com a redemocratização, governos mais flexíveis à participação da sociedade civil organizada, entre os anos 80 e 90, o Estado passou a debater políticas de enfrentamento da fome, da pobreza e da desigualdade social como política pública e direito social.
