L’action communautaire, l’État et la collaboration partenariale au Québec

Abstract
Dans cet article, nous abordons les conséquences de la transformation néolibérale de l’État-providence pour les pratiques de collaboration dans l’action et l’intervention communautaire au Québec. Plus particulièrement, nous nous attardons aux obstacles qui se dégagent de l’approche néolibérale de la collaboration pour les pratiques d’organismes communautaires qui s’intéressent aux jeunes qui ont des difficultés de nature judiciaire. L’étude de cette question est réalisée à partir de l’approche gramscienne de l’hégémonie. Trois types d’obstacles sont décelés dans cet article : les obstacles concernent l’efficacité des pratiques d’intervention, ceux reliés au soutien économique de l’action communautaire et ceux relevant de la dimension déontologique. Dans les conclusions, nous soulignons l’importance de situer cette problématique dans le cadre du rapport Société civile-État.
