Abstract

En mars 2022, le gouvernement du Québec a mandaté le Commissaire à la santé et au bien-être (CSBE) pour « examiner la performance des services de soutien à domicile (SAD), l’efficacité des programmes et leur équité ». Dans le cadre de ce mandat, le CSBE a demandé au Centre interuniversitaire de recherche en analyse des organisations (CIRANO) de se pencher plus spécifiquement sur certaines innovations en soins et services à domicile (SSAD) au Québec afin d’identifier les barrières normatives et de gouvernance à leur déploiement, de mesurer leurs coûts et bénéfices et de proposer des pistes de solutions pour leur développement et leur pérennisation. Nous avons identifié cinq (5) innovations SSAD, au sujet desquelles nous avons effectué une étude qualitative approfondie. Nous avons également repéré plusieurs autres innovations SSAD au Québec et noté une émergence considérable du financement de démarrage d’innovations technologiques destinées à favoriser le maintien à domicile des personnes aînées. Nous présentons dans ce rapport nos constats et des pistes de solutions à considérer pour maximiser le déploiement et la pérennisation des innovations SSAD au Québec.
