Abstract
This chapter explains that poison gas shaped behavior even though it was not deployed as nations sled closer to using it and anticipated reacting to enemies' deployment. The chapter looks into Prime Minister Winston Churchill and President Franklin D. Roosevelt's proponents of the conflict. Britain was more active than the United States and Canada in introducing chemical weapons as tools of psychological warfare that would unsettle and possibly demoralize or scare the enemy. The chapter details how British policy affected the Western Allies. It explains how even if provisions against gas were deployed by 1942, the Allies continued to use gas as a tool in their efforts to shape the enemies' behavior.
