Abstract
A compreensão da administração pública associa-se ao processo de cooperação humana organizada, fundada na racionalidade. Nos estudos desse campo, relevante se faz reconhecer e discutir a configuração híbrida que reflete as práticas de gestão vigentes nas organizações. Este estudo qualitativo se propõe a analisar indícios da presença dos principais modelos e/ou paradigmas de administração pública contidos em um Plano de Desenvolvimento Institucional – PDI de uma instituição de ensino pública federal. Após a análise dos dados coletados, foi possível identificar a presença de aspectos das quatro formas de administração pública. Elementos das formas patrimonialismo e burocracia, em sua maioria, foram criticados. Já características do gerencialismo e da gestão societal, formas mais atuais no tempo histórico, são apontadas como ideais de futuro e projeções de melhorias.
