En 1989 la revue du Réseau International de la CIDIH a publié le Volume 2, numéro 1 intitulé « Consultation : Proposition d'une révision du 3 e niveau de la CIDIH : Le handicap ». Il nous fait plaisir de republier ce volume complet dans cet article qui regroupe : Les activités du Conseil de l’Europe écrit initialement par Mme Gabriella Battaini-Dragoni et Les propositions de révision du 3 e niveau de la CIDIH écrit par M Fougeyrollas, Mme St-Michel, Mme Blouin et leurs collaborateurs.
