Abstract
En 1989 la revue du Réseau International de la CIDIH a publié cet article de Henry Enns dans le Volume 2, numéros 2-3 intitulé « Rencontre internationale de Québec 1987 : Textes des participants ». Il nous fait plaisir de republier l’article de Monsieur Enns qui avait participé aux rencontres au nom de la Disabled Peoples’ International (DPI) et avait par la suite rédigé ce texte.
