Abstract
En 1989 la revue du Réseau International de la CIDIH a publié cet article de Anne-Marie Begue-Simon dans le Volume 2, numéro 2-3 intitulé « Rencontre internationale de Québec 1987 : textes des participants ». Il nous fait plaisir de republier l’article de Madame Begue-Simon qui avait participé aux consultations organisées par le réseau international pour proposer une révision du 3e niveau de la CIDIH.
