Abstract
ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan Implementasi Program Kelompok Usaha Bersama (KUBE) Dalam Meningkatkan Kesejahteraan Masyarakat Kabupaten Tanah Datar. Program kelompok usaha bersama merupakan upaya pemerintah untuk memutus siklus kemiskinan dengan membangun sistem perlindungan sosial untuk mempertahankan dan meningkatkan kesejahteraan sosial masyarakat miskin, yang mana sesuai dengan kebijakan Peraturan Menteri Sosial Republik Indonesia Nomor 02 Tahun 2019 tentang Bantuan Sosial usaha ekonomi produktif kepada kelompok usaha bersama. Standar dan kebijakan, sumber daya, komunikasi antar organisasi, karakteristik agen pelaksana , disposisi implementor dan kondisi sosial, ekonom dan politik merupakan enam variabel yang dianalisis dalam penelitian ini menggunakan teori Donald Van Meter dan Carl Van Horn. Penelitian ini menggunakan pendekatan kualitatif-deskriptif. Teknik wawancara, dokumentasi, dan observasi digunakan dalam mengumpulkan data. Reduksi data, penyajian data, dan penarikan kesimpulan merupakan tahapan analisis data. Metode triangulasi sumber digunakan untuk menentukan keabsahan data. Berdasarkan temuan penelitian ini, sejumlah variabel menjadi penyebab permasalahan pelaksanaan program kelompok usaha bersama di Kabupaten Tanah Datar. Hal ini terlihat dari kurangnya sumber daya dalam melaksanakan program kelompok usaha bersama, pendamping kurang optimal dan maksimal dalam mendampingi kegiatan program kube dan masyarakat yang masih belum paham tentang tujuan dari program kelompok usaha bersama dan Dinas Sosial Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Tanah Datar Pemberdayaan Perempuan dan Pelindungan Anak Kabupaten Tanah Datar kurang tanggap dalam menanggapi permasalahan yang terjadi dalam kegiatan program kelompok usaha bersama juga semua kegiatan harus berhenti karna pandemi covid-19, semua hal itu yang menyebabkan menghambat jalannya kegiatan program kelompok usaha bersama.
