El acceso a la propiedad de la tierra sigue siendo un tema de enorme actualidad en el país rural, por la vulnerabilidad de las comunidades rurales, la precariedad de los bienes públicos en los territorios rurales y la importancia estratégica de sus ecosistemas. Con motivo de la promulgación del Decreto Ley 902 de 2017 en mayo de 2019, el profesor emérito de la Universidad de Toronto Albert Berry, candidato al Nobel de Economía 2014 entre otras razones por sus trabajos en economía campesina, dijo en Bogotá, “Es claro que muchos pequeños agricultores requieren más tierra. Se necesita una política de acceso a la tierra, no solo a los restituidos sino a otros pequeños agricultores, que por uno u otro motivo tienen insuficiente tierra”.El documento inicia con una introducción al problema de la tenencia de la propiedad rural en Colombia, trata las diferentes tipologías de informalidad, tales como la posesión, falsa tradición y ocupación entre otras. Luego se concentra en la normatividad y presenta sus precisiones jurídicas; haciendo énfasis en los planes de ordenamiento social de la propiedad rural y por último se informa sobre las ventajas del catastro multipropósito mencionando el papel de las diferentes agencias del estado (IGAC, ANT, SNR) en el nuevo enfoque institucional.
