Abstract
L’administration publique béninoise est reconnue comme très peu efficace. Les conséquences en sont les pertes de temps, l’absence de base à la prise de décision, les reprises des études ou d’actions antérieures non documentées, l’absence de mémoire historique et institutionnelle, la compromission de l’exécution des projets de développement, etc. L’un des dysfonctionnements est lié à la non-maîtrise de l’information administrative quelle produit pourtant elle-même. Les compétences inadaptées de l’archiviste employé par l’administration constituent l’une des causes de cet état de choses. Cet article présente les nouvelles compétences et responsabilités de l’archiviste par suite d’une révision de l’offre de formation en archivistique à l’Université d’Abomey-Calavi en République du Bénin, compétences qui lui permettent d’être un acteur du changement pour l’efficacité de l’administration publique.
